The New Zealanders beat Japan 33-7, Canada 19-14 and Fiji 27-21.
Canada also beat Fiji meaning the Olympic champions don't make the Cup round for the first time since 2014.
The New Zealand player Joe Webber said "This pool is very challenging and I'm very proud of the boys - we just snuck through there at the end."
New Zealand will play Scotland in the quarter-finals.
