About 240,000 homes and businesses are without power in Queensland in the wake of Ex-Tropical Cyclone Alfred, according to the state's premier.

Brisbane residents were urged to stay away from local waterways after more than 260mm fell in Brisbane's CBD since 9am on Sunday, including 45mm in a single hour during a late-night downpour, according to the Bureau of Meteorology.

The chaos caused by the tropical low also stretches south to northern NSW, where dozens of flood rescues have taken place.

Brisbane City Council have issued an emergency alert to residents in the Gubberley Creek Detention Basin area in Kenmore.

The council has issued a watch and act for a possible failure of the Gubberley Creek Detention Basin in Kenmore.

Residents should prepare to leave. Conditions could change quickly and residents should warn neighbours if safe to do so.

Emergency alerts had also been issued for Greenbank, New Beith, and Forestdale.
