There was no further scoring until late in the game when Scotland scored twice before Amber Heard pulled one back for the Football Ferns.
Coach Tony Readings says it was one of those games where you come away very disappointed to lose.
"We probably didn't start as well as we'd have liked, but we got back into the game and with the chances we had we probably should have been up."
"In the second half we were completely dominant but missed so many chances to put the game away."
New Zealand's next group game is against Austria before playing South Korea.
