The new Ministry for Vulnerable Children is only hours from launching and already it's been compared to the Titanic. The chief executive of the urban Maori authority, Te Whanau o Waipareira, John Tamihere, is scathing. "If any other business tried to start itself with a new name and new money and everything else, you'd think they would talk to their major client."
