The West Papua National Liberation Army says a bribe was paid to secure the release of the New Zealand pilot Phillip Mehrtens, held hostage by the West Papua National Liberation Army for 19 months.
Others have denied a bribe was paid.
Mr Mehrtens was seized by rebels in January last year after he landed an aircraft in a remote area of Indonesia's Papua region.
He is in good health and has reunited with his family.
