Amnesty International says there's a high risk of violence at the Manus Island detention centre now the Papua New Guinea government has threatened to remove protesting refugees by force.
Essential services like power and water were cut from the centre last week, but about 600 refugees detained there for four years by Australia are refusing to leave.
The refugees say they want to be resettled in a safe third country and that they fear further attacks by locals if they're moved to facilities in the island's main town.
The government says due to the lack of hygiene and sanitation in the centre, force may be used to relocate the men for the sake of their own health.
It says essential services are available in the other facilties, but Amnesty's Kate Schuetze told Ben Robinson Drawbridge those facilities are not all ready.
